hydrokinesis. An extremely versatile ability, especially when combined with his other powers. Able to create extremely pressurized omnidirectional jets of water, tendrils/appendages of water for various tasks, flood a given area, move/restrict an entire sea, and sense and manipulate water for miles around without needing to hear or see it. If he wanted, he is capable of manipulating the water in living bodies, as well. Able to impose divine law over waters denoted by a Sovereign's seal--these seals are made of non-elemental magic, but does bear the influence/mark of his element to make the seal identifiable. Of a similar vein, he can make magical barriers of varying permeability(an example of such being shown by Zhongli). These barriers are also not made of water, but do carry the influence/mark of his element.
atmokinesis. Shown to have control over the weather. He can intentionally or passively influence and manipulate the weather around him by altering the barometric pressure and temperature of atmospheric water. He is capable of summoning or dismissing storms of any severity. This would be an ability shared with the Pyro, Electro, Cryo, and Anemo Sovereigns, though each would influence the weather only through their own element.
hydromancy. Able to utilize water to tap into the emotional profile of a locale. A body of water as small as a glass or bottle is able to be affected by the emotions of those near it, and Neuvillette is able to sense and identify such. More permanent, larger bodies of water--even man-made, such as fountains--hold memories, of which Neuvillette can access to view. Utilizing this power tends to affect those nearby that are sensitive to Hydro/water magic. Typically those affected when he does so only see Neuvillette's memories in relation to the body of water he's scrying, as they're being affected by his power, rather than being able to scry on their own.
transmission. Neuvillette is capable of directed flight and hovering, and can travel between the realms of his universe: light(the dragons' native realm), physical(human realm, created by Celestia), and dark(abyssal). He can also create passageways for others to pass through these realms with him.
apotheosis. Egeria, bearing only a portion of his powers, was able to turn Oceanids into Humans as per their wish. When in full possession of his powers, Neuvillette is capable of ascending elementals, mortals, and already illuminated creatures to varying states of divinity/mortality/immortality. This form of magic requires the use of the Primordial Sea, but as hydro is considered the progenitor of all life, it is still well within his capabilities.
reality warping. Adepti and Archons(whose powers are stolen from the Sovereigns) are able to create pocket-dimensions and travelways between the three realms. As such, Neuvillette is likewise capable of creating small pocket dimensions attached to the natural plane humans exist on, and pathways to and from them(Plane of Euthymia and domains, which seem to be only uncommon occurrences). It is possible to move objects between these planes at will. Ley line instability can effect these pocket dimensions and pathways. It is through this ability that Neuvillette and other Archons and Adepti are able to travel the realms.
divine jurisdiction. As a Sovereign with no need for a Gnosis or Vision, Neuvillette is not bound by the law of Fate imposed by Celestia. He is able to declare the curse the Heavenly Principles set upon Fontaine's people as null and void. While the flood waters do rise and most physical aspects of the prophecy put in place by Celestia come to pass, all of the humans created from Oceanids by Egeria remain human and no longer dissolve when exposed to the Primordial Ocean due to Neuvillette's declaration. As his Authority supersedes Celestia's laws, this lends to his powers of apotheosis.
visions. All hydro visions are now gifts from Neuvillette, and not Celestia. While he is not required to bestow visions, due to his affection for humans, he has set aside some of his own powers to continue giving visions to humans at his discretion.

Cataclysm. Neuvillette was not present in Khaenri'ah, and was not yet Iudex of Fontaine. He would be invited by the new Archon, Oceanid Focalors, to become Iudex in the court of Fontaine shortly after Egeria's death and implantation in Sumeru. Prior to this, his whereabouts and feats are unknown.
Missing pieces. Due to Enkanomiya's tinkering, Neuvillette could only be reborn in human body. And, due to the Gnosis playing part in sealing away many of his past memories, he was able to be much more objective and open-minded towards humans. Even on recovering the memories of his past life, he still believes they, like Melusines, are as much part of the world now as dragons. While the memories of his past life as a Sovereign are now clear to him, they still seem far-away as he has settled into this new era and new mindset. Many things of the 'modern' world are a bit archaic to him as he remembers a world that was once able to use Phlogiston and lunar energy to magnificent effect.

Dragon nature both co-exists and clashes with human nature, and while he has a firm sense of identity, it still sometimes requires Neuvillette to pull the individual pieces apart to understand and facilitate harmony.
Draconic features. Though born human, Neuvillette is the hydro Sovereign and still a dragon, as denoted by his commentary of not quite connecting to and understanding humanity, and being an outsider looking in--much like the Melusines. While it isn't a fact he openly advertises, he also does not hide that he is not human(and does not mind if it is found out), and so he still bears draconic features, such as the whiskers in his hair.
baseline: scales typically only visible on hands/feet. Fangs and claws. Pointed ears.
advancing: depending on circumstance, his draconic features will become more pronounced in various stages. Whiskers and hip-fins extend. Scales advance along limbs, hips, spine, and neck. Gills may appear on torso/neck. Lateral lines and bioluminescence may appear. Fins/fin ridges may appear around ears, joints, and spine. Tail visible.

Demisexual / demiromantic.

Hydro vishap/dragon heat/rut cycles used to be induced by tri-lunar syzygy; much more infrequent now, relies on solar/lunar syzygy occurring when Teyvat is at or near perihelion.
Hydro dragons are mutable in their breeding cycles, able to fall either into heat or rut depending on circumstantial factors.
Neck biting is an intimate ordeal between mated pairs.
