Despite being born human, he is not of them. He is the Hydro Sovereign reincarnated, though without access to the full extent of his powers, many of his memories were sealed away, allowing room for him to observe the new world more objectively. Once the time was right, Focalors rescinded Celestia's claim to his Authority, and returned it to Neuvillette by destroying her false throne--at great cost to herself.
